Petition to Pass Michigan House Bill 4560: A Path Toward Fair Sentencing and Second Chances
To: Michigan House Criminal Justice Committee, Michigan State Representatives, and Governor Gretchen Whitmer
From: More 2 Us
At More 2 Us, we believe in the power of second chances and the importance of fair sentencing. Michigan’s House Bill 4560, introduced in 2023, provides the opportunity for individuals who have served at least 10 years of their life without parole sentence to petition for a resentencing review. This bill offers hope to those who have demonstrated rehabilitation and maturity during their incarceration, while ensuring public safety remains a priority.
Why This Matters: Currently, Michigan has one of the highest proportions of individuals serving long sentences. Nearly one-third of the state’s incarcerated population has served over 10 years in prison. House Bill 4560 would allow those eligible to petition for a second look at their sentences, bringing Michigan’s criminal justice system more in line with national trends toward rehabilitation and fairness.
What HB 4560 Offers:
- A chance for individuals who have served 10 or more years to request a judicial review of their sentence.
- The opportunity for courts to reconsider whether continued incarceration is necessary, especially for those who have demonstrated rehabilitation and transformation.
- The potential to address racial disparities in sentencing, which disproportionately affect Black individuals in Michigan’s prison system.
Supporting HB 4560 Will:
- Provide a Second Chance: The bill offers hope for deserving individuals who have served long sentences, allowing them to prove they are ready to reenter society as productive citizens.
- Promote Fair Sentencing: Long sentences for non-violent offenses or those committed decades ago often no longer reflect today’s values of fairness and justice.
- Address Racial Disparities: Black individuals are disproportionately affected by lengthy sentences. This bill will help address these disparities and move Michigan toward a more equitable system.
We Call on Michigan Lawmakers to Pass HB 4560: By signing this petition, you are joining the movement to reform Michigan’s sentencing laws, offering second chances to those who have served lengthy sentences and demonstrated rehabilitation. We urge the Michigan House Criminal Justice Committee, the full Michigan Legislature, and Governor Whitmer to prioritize and pass House Bill 4560.
