Michigan’s House Bill 4560, introduced in 2023, provides the opportunity for individuals who have served at least 10 years of their life without parole sentence to petition for a resentencing review. This bill offers hope to those who have demonstrated rehabilitation and maturity during their incarceration, while ensuring public safety remains a priority.

Why This Matters: Currently, Michigan has one of the highest proportions of individuals serving long sentences. Nearly one-third of the state’s incarcerated population has served over 10 years in prison. House Bill 4560 would allow those eligible to petition for a second look at their sentences, bringing Michigan’s criminal justice system more in line with national trends toward rehabilitation and fairness.
